Question
We've installed the Network License Server, but our network doesn't like the fact that the "ISV Server" is assigned a random port number each time it is started. can we fix it to a static number?
Answer
Yes! The process is a little convoluted, but you should be able to do it using the instructions below:
Prepare an Options File on the Server
1) Open the web interface on the server (http://localhost:5054/)
2) Click “Status”
3) Click ISV Servers > OPTIONS > ‘limitstate’ button – this will create a file named “limitstate.opt” (the file can be blank but it must exist).
Shut Down and Restart the RLM Service
4) Open the Windows “Services” dialog (services.msc)
5) Find the service named “RLM”
6) Click “Stop”
7) Click “Start” the service
Add the Port Number in Your License
8) Locate your license file (usually in the same location as the rlm.exe) and open it with a text editor
9) Change the line “ISV limitstate” to add the desired port number, e.g.:
ISV limitstate / limitstate.opt 12345
(note that 12345 is illustrative and you can use any available number of your own choosing)*.
10) Save the file
Update the License Server
11) Open the web interface on the server (http://localhost:5054/)
12) Click “Reread/Restart Servers”
13) Click “Reread/Restart”
14) Click “Status”
15) Check that the new license file has been accepted and the port number is 12345 (look in the “ISV Servers” table)

16) On the server machine, open port 12345
Check Licenses are Served OK
17) Ensure that the new port number is allowed access through any firewall.
18) Open the LimitState end-user software (RING, GEO etc.) on a client machine and check that a license can be obtained from the server via:
- 12345@<your_server_name> (e.g. 12345@10.11.12.13)
- 12345@<your_server_ip> (e.g. 12345@10.11.12.13)
- 5053@<your_server_name>
19) If the web interface still reports the old port number is in use and licenses cannot be checked out, try performing a "restart" of the RLM service via the Windows Services dialog, rather than through the web interface itself (i.e. repeat steps 3 through 7). This will clear the cache of any old license files and settings.
Note
The port for the host server itself can also be changed (the default value of 5053 will be used if nothing else is specified). To do this:
i) In Step 9 above, also locate the "HOST localhost" line:
HOST localhost <machine_id> 5053
ii) Add the desired port number at the end (replace any number that may already exist), e.g.:
HOST localhost <machine_id> 5432
iii) Follow the remaining steps from 10 onward, ensuring this new port is also open in the firewall.
